Important information (and latest news) to be clear in order to avoid the fine of 98.50 euro (which drops to 73.60 euro if paid within 5 days) and enter the Limited Traffic Zone – ZTL, Zona a Traffico Limitato – without fear.

How does access to the ZTL work for tourists?

The access roads to the ZTL are manned by electronic gates: through these gates the Local Police checks that access is regular (authorised) and ascertains violations against unauthorised vehicles. All cars can freely enter the Limited Traffic Zone during free access hours.

Car free access times (times valid until 30/6/2022):

  • Monday to Friday
    10 a.m. to 1.30 p.m.
    from 4 p.m. to 6 p.m.
  • 8 p.m. to 11 p.m. by appointment only (see note below: evening access)
  • Saturdays, Sundays and public holidays
    10 a.m. to 1.30 p.m.
    They can freely enter the ZTL:
  • bicycles
  • mopeds and two-wheel motorbikes
  • customers of hotels located in the Limited Traffic Zone
    (subject to registration by the hotelier)
  • cars at the service of disabled persons, with a regular badge

Tourists may enter the Restricted Traffic Zone if they stay at hotels in the zone. It will be the hotelier who notifies the Local Police in advance of the number plates of his guests’ cars, through the accreditation provided to him by the Traffic and Mobility Office of the Municipality of Verona. It is therefore necessary to stay overnight at a hotel located within the ZTL area in order to enter the ZTL, and not only to have the generic status of tourist.

How does evening access to the ZTL work?

The Administration has decided to allow access in the time slot from Monday to Friday from 8 to 11 p.m. to a limited number of users (max. 150) who have previously registered on the specially dedicated mobility services portal: citypass.veronamobile.it or through the Tap&Park App.

Registration allows users to:

  • associate vehicles (cars only) with their profile, with a maximum of 2 number plates
  • access the ZTL up to a maximum of 3 times in a month with one of the registered number plates
  • make a reservation for transit through the LTZ for the same day
    Important: confirm the reservation at the end of the procedure (within 20 minutes after selection)
    check accreditations and bookings already made

It is also underlined that:

  • the possibility of entering the ZTL by reservation, in the evening from 8 to 11 p.m., is only allowed for cars
  • evening access to the ZTL by reservation, however, includes the obligation to leave before midnight and any paid parking
  • the booking registration system also automatically checks insurance coverage and vehicle inspection.

How does access to the ZTL work in urgent cases?

This portal makes it possible to obtain authorisation for transit in the ZTL for a maximum period of three days. On the new Local Police platform all the information to make it easier for citizens without a permit to deal with an emergency and avoid the sending of fines.

How does it work? The new IT platform is called Portale Accessi Straordinari alla Zona a Traffico Limitato (ZTL), and is managed directly by the local police. It allows people to communicate, before passing through or within 72 hours of passing through the ZTL, the licence plates of vehicles interested in temporary access for particular emergency or urgent situations.

For which situations is the exemption allowed? The extraordinary circumstances for which it is possible to obtain “nulla osta” concern, for example: the need to transit with a vehicle that replaces the authorised vehicle, the urgency to pick up a pupil who has fallen ill outside the permitted hours, the need to bring assistance to persons in danger of death, the need to carry out emergency interventions to avoid serious danger to property or persons, the urgency on the part of maintenance workers without a permit to access the ZTL to carry out emergency technical interventions or for institutional reasons or public necessity.

The Portal for Extraordinary Access to the ZTL also makes it possible to communicate the occasional transit through the ZTL of vehicles in the service of holders of the Unified European Disabled Card (C.U.D.E.) and the occasional passage of vehicles in TAXI – NCC service coming from outside the municipality.

To connect to the portal and request the permit, simply go to the link (in Italian only): https://accessiztl.comune.verona.it and access via SPID, CIE or strong authentication procedure (Captcha). Once the guided procedure, which is simple to complete, has been completed, the computerised system will send an automatic response to the e-mail address indicated by the declarant, acknowledging receipt of the application. The application will then be assessed and verified by the Local Police and, if the legal requirements are met, it will be accepted and transit in the ZTL will be legitimised, avoiding a fine.

In any case, the applicant will receive an e-mail reply, even if the application cannot be accepted due to lack of the required prerequisites; in this case, objections will follow for any violations committed.
